The City of Ekurhuleni has placed its Head of Legal Services, Kemi Behari, on precautionary suspension as part of an ongoing internal investigation linked to the disciplinary process involving suspended EMPD Deputy Chief Julius Mkhwanazi.
The City stressed that the suspension is not a declaration of guilt, nor is it a disciplinary sanction. Officials say the measure is intended to safeguard the integrity of the investigation and uphold proper governance procedures.
According to the City, “It is an interim measure intended to ensure the integrity of ongoing internal processes, protect the interests of the municipality, and uphold principles of good governance.”
Allegations Linked to Mkhwanazi Case
Behari’s suspension reportedly relates to claims that she received a significant salary increase after allegedly refusing to take action in the disciplinary matter involving Mkhwanazi.
Mkhwanazi himself is currently suspended following accusations that he enabled access to the municipality for alleged criminal kingpin Vusimuzi “Cat” Matlala.
Among the serious allegations against Mkhwanazi is the facilitation of unauthorised memorandums of understanding with Matlala’s private security company, CAT VIP Security, raising concerns about potential irregularities, security breaches, and improper influence within the municipality.
Investigation Underway
The City confirmed that the matter is now being handled through formal internal investigative processes. No further details have been released, as the investigation remains active.
Ekurhuleni officials reiterated their commitment to transparency, procedural fairness, and governance standards as the inquiry progresses.
