Chinese Construction Giant Set to Bid for SA State Projects

In a significant move to bolster South Africa’s construction and infrastructure sector, the government has extended an invitation to China’s state-owned construction giant, China Communications Construction Company (CCCC), to participate in state tenders. This development follows Minister of Public Works and Infrastructure, Dean Macpherson’s recent visit to China, where two declarations of intent were signed with CCCC and ASI Global, aiming to transform South Africa into a hub of construction activity.

These agreements signal a new chapter in South Africa’s ambition to revitalize its infrastructure, grow its economy, and create thousands of new jobs. CCCC, renowned for its expertise in massive infrastructure projects like the 55km Hong Kong-Zhuhai-Macao Bridge, one of the world’s longest sea bridges, is expected to contribute significantly to South Africa’s infrastructure growth.

A Global Construction Powerhouse
Founded in China and listed on both the Hong Kong and Shanghai stock exchanges, CCCC has become a global leader in infrastructure development, ranked 61st on the Fortune Global 500 list in 2021. The company specializes in transportation infrastructure, real estate, and urban development, offering vast expertise that could reshape South Africa’s construction landscape.

The declaration of intent with CCCC enables the company to bid for various South African public works projects under the Public Management Finance Act. These include municipal works, public building development, and the construction of small ports and fishing harbours. Meanwhile, ASI Global, another key player, will assist in developing local construction talent and improving professional standards in the sector.

Building South Africa’s Future
Macpherson, who took office only two months ago, sees these partnerships as crucial for South Africa’s future. “Shortly after I was appointed, I vowed to turn the country into a construction site to stimulate economic growth and create thousands of jobs,” he said. The collaboration with CCCC and ASI Global is the first tangible step in making that vision a reality.

The minister emphasized that this is just the beginning, with more agreements and steps to follow, particularly in removing obstacles that might hinder the commencement of major construction projects.

The months ahead will see a concerted effort by the Department of Public Works and Infrastructure to bring these declarations to life, with both CCCC and ASI Global playing pivotal roles. Macpherson is confident that the expertise of these entities will be invaluable in helping South Africa achieve rapid economic growth, infrastructure development, and job creation.
